The building is placed against the existing party wall, creating an inner courtyard, and opens towards the square enlarging it with a new outside space. The entrance is under the projection of the building's corner, widening the street at its arrival to the square. The façades, made of transparent and translucent glass as well as zinc panels, give the building a modern look resembling frozen water (Ribes is a major mineral water producer) wilst being respectful with the existing constructions. The main areas (Public Library, Telecenter, Nursery) are provided with large openings towards the square and the river. The secondary spaces face the street, with similar windows to those in the existing buildings, and the inner courtyard.
